Newborn boy abandoned in handbag survives

By NBC News staff

?

CORSICANA, Texas ? A newborn boy?is stable and "doing fine" after being stuffed in a handbag and abandoned Sunday evening near a North Texas home as?temperatures dipped into the 40s, authorities say.

?

Corsicana police have?appealed for the public's help in identifying the infant and locating his mother. The baby was wrapped in a towel that was in a pillowcase inside a?plastic bag?inside a handbag, police said.

?

The bag was left outside the house of Mihoko Brown and her husband. They live on the corner of a dead-end street off busy State Highway 22. Their cat, Stinky, started sniffing around the door, alerting the couple to the package, police said.

?

"I put my ear to the door and heard something, and I barely opened the door and saw the bag,? Phillip Brown told the Corsicana Daily Sun. ?I said, ?Somebody?s left us a puppy in this bag.? Then it started crying and I said, ?This is a baby.??

?

"I was glad he had the energy to cry loud enough for me to hear," Mihoko Brown said, according to an NBCDFW.com report.?"I was trying to make him quit crying. I just went, kind of swinging and holding him and singing a little bit."

Police Chief Randy Bratton said the baby, with umbilical cord still attached, was taken to a hospital.

?He?s stable and appears he?s going to be fine,? Bratton told the Corsicana Daily Sun.?"We?re very fortunate because it got pretty cold last night. If the baby hadn?t been found quickly there?s a good chance the baby might not have made it. But the baby?s fine."

Forecasters say temperatures were in the upper 40s around the time the baby was found in Corsicana, about 50 miles southeast of Dallas.

Police say the baby's?mother?may not have known that Texas has a Baby Moses law, which gives legal immunity to a mother who leaves an infant at any hospital, fire station or police station, the Daily Sun reported.

Police have looked for the mother at area hospitals, and they also checked with local schools to see if she was a student.

When the baby is discharged from Navarro Regional Hospital, he will be placed in the custody of Child Protective Services, Bratton said.?

5 Reasons Why National Brands Should Be Using ... - Marketing Land

Gone are the days of broad, fingers-crossed advertising. Advances in mobile location targeting technology now allow large national brands to reach their audience at a local level without the sweat once involved.

Finally, the promise of location targeting is a reality?. so why aren?t more national brands using it? Here are five reasons why local targeting will finally show national brands (and the world) the real value behind mobile.

?1. Builds Local Brand Awareness (Where Sales Happen!)

Whether you?re a brick and mortar-based business or an online retailer, local consumer awareness is at the core of any national brand?s marketing ? and mobile can achieve that at scale.

Cities and neighborhoods around the country are defined by the unique behaviors and needs of their local consumers. Therefore, laser-focusing your brand?s outreach to cover a number of more granular local audiences as opposed to one, broad target, can more effectively reach these diverse communities nationwide.

Local consumers can better identify with the franchise around the corner or the online retailer offering local deals, grabbing their attention and driving them to engage.

2.?Increases Ad Engagement And Response

Once targeting parameters are appropriately shifted to more effectively target your audience based on their location, mobile ad copy can follow suit. It?s no surprise that a brand?s products and services may mean something very different to a mother of two in Toledo vs. a young professional in Miami.

As a result, mobile ad creative should be written to speak specifically to these key audience differences. For example, our recent Mobile Path-to-Purchase study, conducted in partnership with Telmetrics and Nielsen, found that across categories, including travel, restaurant, and auto, 50 to 70% of consumers said they are most likely to respond to ads if they are relevant to local proximity and search intent ? further proof that mobile consumers expect a more personalized experience.

3.?Budget Efficiency ? Go Small To Save Big

The concept is simple ? with a more granular focus comes greater budget efficiency. By narrowing your national campaign focus to a number of target audience pockets, instead of a broad sprinkling of impressions, advertising dollars can actually go further.

Campaigns that lack location targeting are actually wasting ad impressions and inhibiting local engagement. So, do your research, and get to know the communities you?re looking to reach. By targeting your ad placement and messaging at a local level, you increase mobile ad performance and ultimately, your campaign ROI.

4.?Delivers Measurable Conversion-Rich Activities

Local targeting is not just a benefit to advertisers, but also to the mobile consumers they serve. These users are looking for information quickly, and they will not jump through hoops to find it.

For this reason, mobile ads should be developed to provide users with not only the most locally-relevant information, but the most efficient user experience possible. Considering mobile consumers are typically on-the-go and make purchasing decisions quickly, a well-developed, locally-targeted, mobile ad campaign should provide the user with the most actionable data possible.

Providing consumers with immediate access to their nearest store location information without their having to thumb through a locator is like heaven. Consider how excited this user would be if you provided them (from the ad or the landing page) one-click access to calling the business or receiving a map or directions from their current location.

No wonder locally targeted ads perform two to three times better than non-targeted ads.

5.?Drives In-Store Traffic And Sales

As our world becomes increasingly digital, we are quick to overlook the most powerful ROI indicator. Whether you?re visiting a franchise location or a big-box retailer, local business interaction still makes the world go round.

Mobile has a unique way of enabling that interaction, bridging the gap between our digital world and face-to-face engagement. In fact, according to our recent Nielsen study, the most popular methods of brand interaction via mobile device hinge on location.

Beyond the initial click, 50% of mobile users look up the location of a business. From there, 39% click to call the local business, and 48% download map and driving directions.

So, it?s safe to assume that once a mobile user takes the step to engage with targeted mobile-local advertising, a large portion of these users will be paying that business an in-the-flesh visit very soon. Therefore, it?s essential to develop mobile ad campaigns with location targeting to drive local interaction with national brands, benefiting both the brand and the local community.

National brands have an enormous opportunity to reach and affect key audiences nationwide through mobile location targeting. By leveraging these targeting techniques, national brands can focus their efforts to a hyper-local audience ? but at scale.

This increases the relevancy of any mobile ad campaign, which in turn, enhances overall user engagement, driving customers through the door. As brands struggle to enhance their digital storefront, those winning in mobile will be the brands to survive and thrive on the ground in years to come.

NFL RedZone: The People's Champ

By Rembert Browne on
Grantland Illustration/Getty Images

I don't really know where to start. There's a lot to discuss. First the facts?

? NFL RedZone is a television channel.
? It is hosted by Scott Hanson.
? It premiered in September 2009.

That's really all I've got. Now for the emotions.

This Edison-rivaling invention referred to as "RedZone" is a game changer in the same way running water made wells obsolete. It's incredible. Similar to how it's hard to believe we as a TV-watching culture viewed non-HD television with such joy for so long, it's hard to believe that for 99.82 percent of my life, I pushed the "last" button on my remote while two games were on simultaneously, all the while sulking that I didn't have access to all the other Sunday games being played. Getting to flip between two games was exciting and, believe it or not, at times worked like a poor man's RedZone, with one game reaching high drama as the other was at commercial.

But it wasn't RedZone. Not even close.

Wait, do you not know what RedZone is? Were those earlier facts and initial description not enough? My apologies. Let's try this again.

The facts 2.0:

? NFL RedZone is a television channel that you have to pay for, but considering that it should cost $3,000 but ends up being around $40, it's the biggest steal since the first year McDonald's did the Monopoly game and put too many free hash browns up for grabs.

? There are no commercials. FOR SEVEN HOURS.

? It is hosted by Scott Hanson, who is one part typical host, 27 parts Wizard of Oz. I've seen his face a few times, but not enough to have actually convinced myself that he's real. In addition to narrating and commentating on the day's events, he has access to a device. A very powerful device (to be discussed later).

? Scott Hanson (NFL RedZone) is not the same as Chris Hanson (To Catch a Predator), but you will make that mistake here and there.

? At the end of the day, Scott blesses the viewers who have just spent seven hours immobile, ordering BBQ, via delivery, and not going to the bathroom with a montage of every single touchdown that took place over the course of the RedZoneDay. It's like Luther's "One Shining Moment" but without the tears, from the players and from me.

? There is no proof that there are any other employees at RedZone, so one has to believe Scott is responsible for everything.

? When RedZone is on, the only historical timeline that is relevant in the eyes of Him is whether or not said event took place on RedZone. If Scott Hanson says Drew Brees threw three touchdowns in a half for the first time ever and you seem to remember him doing it four years ago, just know that it didn't happen, you're wrong, and you will pay for questioning Him. Other news ? Drew Bledsoe: never existed.

In case you've never seen RedZone, this is how they kicked off the 2012 season.

Kennedy relative denied parole for murder of neighbor

SUFFIELD, Connecticut (Reuters) - Kennedy relative Michael Skakel on Wednesday was denied parole in his first attempt to persuade authorities he has served enough of his 20 years-to-life prison sentence for the 1975 murder of his 15-year-old neighbor.

Skakel, 52, closed his eyes as the decision was announced at a hearing at MacDougall-Walker Correctional Institution, then looked back at a dozen supporters in the room.

About a half dozen friends and family members of the victim, Martha Moxley, remained silent as the decision was announced.

The next time Skakel will be eligible for parole is October 2017, the parole board said.

Earlier this year, the nephew of Ethel Kennedy, who has spent 10 years in prison so far, unsuccessfully asked a three-judge panel in Connecticut Superior Court to reduce his sentence, saying he should have been sentenced as a juvenile and not an adult.

Skakel was 15 years old at the time of the murder of Moxley, a neighbor in Greenwich, Connecticut, who was beaten to death with a golf club. Her body was found on the lawn of her parents' home in the affluent New York City suburb.

Skakel has maintained his innocence since his arrest in 2000. Long considered a cold case, the Moxley investigation was reopened in 1991 in the wake of an unrelated rape trial of Skakel relative William Kennedy Smith, who was acquitted.

In 2006, the U.S. Supreme Court declined to hear an appeal by Skakel seeking to overturn his conviction on grounds that his constitutional rights had been violated because Connecticut's five-year statute of limitations, in place at the time Moxley died, had expired when he was charged.

In 2009, lawyers for Skakel unsuccessfully sought a new trial to overturn the conviction, saying new evidence implicated other men.

"This person committed a heinous crime that gave many people a sentence of suffering that was irreversible," read one letter among those submitted in opposition to Skakel's parole. "Why then should this person be given relief, when none is available for those who suffered the loss of a daughter, a sister, a dear friend."

A letter written by a relative in support of Skakel read, "For those who know Michael to be innocent, Michael's incarceration greatly compounds the tragedy of Martha Moxley's death."

The Board of Pardons and Paroles made public the letters but redacted the names of the authors.

Ohio State study finds that more education means more debt

College-educated people were shown to be more likely than those with less education to have a risky amount of debt, according to a recent Ohio State study.

The study was co-authored by Sherman Hanna, an OSU consumer sciences professor. Hanna and the other researchers looked at data from six rounds of the U.S. Survey of Consumer Finances held between 1992 and 2007, according to a university press release.

The study accounted for the fact that those with higher educations generally have higher incomes. Debt was defined as ?rent or mortgage, vehicle leases or loan payments, property taxes, credit cards, student loans and more.? The line for a risky amount of debt was drawn at 40 percent of income, which included data from 25,889 households, according to a university press release.

?The fact that education was positively related to having the higher debt burden just sort of raises some questions about how do we solve this,? Hanna said.

It was also found that more renters had a heavy debt burden in 2007 than homeowners, leading to the implication that the financial crisis of 2007 was equally precipitated by all types of households and lenders ? not just homeowners and those with less education, according to the release.

In 2007, the U.S. entered into the ?Great Recession? caused mostly by the burst of a ?housing bubble.? This recession led to a peak unemployment rate of about 10 percent in October 2009, according to data from the research group Moody?s Analytics based in U.S., Europe, Asia and Japan.

The recession led to an increase in U.S. unemployment and home foreclosure.

Between 1992 and 2008, the total percentage of Americans who were paying more than 40 percent of their income to debt increased from 17 percent in 1992 to 27 percent in 2007. There was only one short drop-off period around 2001 where this percentage decreased when the U.S. went through a short recession, according to the press release.

In 2011, the average student loan debt increased more than 5 percent for graduates. Ohio students had the seventh highest average debt in the U.S. at more than $28,600, according to findings from the Institute for College Access and Success, a non-profit higher education research group.

Some OSU students felt like this debt was dependent on a student?s parent?s financial status.

?It does depend on the student, but it also depends on whether or not their parents have enough money to pay, you know. It just depends on what the student decides to do with their future,? said Kristina Akhmametyeva, a second-year in biology. ?The only reason I don?t have debt right now is because I have my parents paying for my education, but if I didn?t have my parents paying, I would have just as much debt as anybody else.?

Other students had an optimistic take on their financial future.

?I feel like in the end we?ll finally get out of this recession and jobs will appear, so that?ll change and having the experience of being at college and getting a degree will help in the end. Right now it does look a little darker, but picking a major where there?s lots of openings and different options for it also helps to make sure that I?m not in debt as much,? said Lauren Leddy, a second-year in electrical engineering.

The study found that people who reported being optimistic about the future were also more likely to have heavier debt burdens, according to the press release.

?Since it?s optimism that leads some households to take on high burdens, and it may be that up until about 2006, maybe the optimism was justified by a lot of the people, but obviously in 2007 and 2008, we just had basically the worst economic crisis in a lifetime,? Hanna said. ?In a sense it means that financial education to help people, it doesn?t necessarily have to focus on sort of the details of household finances but more on like, ?Okay, maybe you should be pessimistic in your assumptions and making financial decisions on how much to borrow.?
?(Being pessimistic about the future) is very hard for a lot of students to accept,? Hanna said. ?That?s a very hard idea for a lot of people to accept.?

However, some students thought that being pessimistic about financial planning was logical.

?If you?re more aware of your surroundings and you plan ahead, that means you?re probably gonna be well off,? Akhmametyeva said.

Other students agreed that being realistic was the right mindset to have when thinking financially.

?I think that makes sense because they?re planning for outcomes that may not happen and they?re being cautious and taking all of the aspects into (account) instead of just assuming that things will work out somehow,? Leddy said.

Hanna said she thinks that planning realistically has gotten easier because of the recession.

?I think it?s easier now because of the terrible economic times we?ve had in the last four years ? It?s a lesson that has to be learned every five or 10 or 15 years, I guess,? Hanna said. ?In terms of like, OK, you can hope that things will go great in your career or business but you shouldn?t necessarily spend like they?re gonna be good forever.?

Not just for kids: The most romantic Disney vacations offer grown-ups a place to play

2 hrs.

On a recent vacation, business manager Lauren O?Donnell?s boyfriend set the mood with a private boat ride. Fireworks lit up the sky, and he popped the question?at Disney World.

?I texted my friend to let him know I?m engaged,? says O?Donnell, who works at American Express Publishing, ?and learned he went to Disney for his one-year anniversary last year.?

Slideshow: See where the most romantic Disney vacations are

Grown-ups like to play at the Happiest Place on Earth, too, and romance has become big business for Disney. Over the past two decades, Disney World alone has hosted more than 45,000 weddings, and countless couples have vacationed at the company?s properties across the U.S.

?I think that Disney has this intangible magic that envelops people, if they allow it to,? says Deb Wills, whose Disney news and travel-planning site AllEars.net has a devoted following of 145,000 weekly subscribers. ?You can shut out the real world; you can suspend reality.?

But disappearing into that kind of theme-park love cocoon isn't always easy.

?Disney is Disney,? says Wills. ?There are lots and lots of families.? So start by going where the children aren't, such as a resort hotel during the daytime, when most guests are on the park rides. Or a cruise ship like the?Disney Wonder?and?Disney Magic,?on which couples? spa treatment rooms pair a massage with champagne on a veranda with sea views.

Inside the theme parks, privacy is catch-as-catch-can on little-walked trails and quiet culs-de-sac (ahem, try wandering to the back of Paradise Pier at California Adventure).

For a more guaranteed dose of romance, book a table at Be Our Guest restaurant, opening in?November at the newly expanded Fantasyland. It?s the first Magic Kingdom restaurant ever to serve wine and beer with dinner, and the d?cor is also creating buzz: a domed dining room with views of falling ?snow? that echo the ballroom scene from "Beauty and the Beast."

We've rounded up more couple-friendly Disney activities, each different in mood and expense. If you aren't swooning by the end, you may be better off at Six Flags.

Texans beat down Ravens

Houston dominates on both sides of the ball to top Baltimore 43-13, go 6-1

HOUSTON - The Houston Texans look like the new bullies in the AFC, while the Baltimore Ravens look like a mess without Ray Lewis.

Matt Schaub threw two touchdown passes, Arian Foster ran for two scores and the Texans dominated a showdown of the conference's top two teams, routing the Ravens 43-13 on Sunday.

Johnathan Joseph returned an interception 52 yards for a touchdown and the Texans (6-1) finally beat Baltimore, who'd won all six previous meetings and eliminated them from last year's playoffs.

About the only positive sign for the Ravens (5-2) was the return of 2011 defensive player of the year Terrell Suggs, who saw his first action since undergoing surgery on his right Achilles tendon in May. Suggs sacked Schaub in the first quarter and finished with three tackles.

Otherwise, Baltimore's defense seemed overmatched without Lewis and cornerback Lardarius Webb, who were placed on injured reserve this week. Safety Ed Reed, who acknowledged this week that he's been playing with a torn labrum in his right shoulder, left in the fourth quarter with a chest injury.

The Ravens gave up their highest points total since a 44-20 loss to Indianapolis in 2007, and their offense didn't look any better.

Flacco was off-target and under pressure most of the game, Ray Rice was held to 42 yards rushing and no Baltimore receiver had a reception longer than 15 yards. Baltimore came into the game with a league-high 34 offensive plays covering at least 20 yards.

Houston, meanwhile, returned to form a week after getting embarrassed by Aaron Rodgers and Green Bay. Schaub completed 23 of 37 passes for 256 yards and the Texans set a franchise record for points in a game and finished with 420 yards.

The Ravens led 3-0, then started unraveling after Donnie Jones' punt pinned them at their own 3-yard line late in the first quarter. Connor Barwin charged in from Flacco's blind side and tackled him in the end zone for a safety and his first sack of the season.

The play seemed to ignite Houston's offense and Schaub, who needed about three series to find the weak spots in Baltimore's injury-ravaged defense. He found Johnson for a 12-yard gain, then connected with Kevin Walter for a 25-yard touchdown and a 9-3 lead.

The 6-foot-5 Watt really got Houston rolling when he swatted a Flacco pass, his ninth defensed pass of the season. Joseph caught it and sprinted to the end zone, showing no ill effects from the groin injury that forced him to miss practice time last week.

The Texans moved in big chunks on their next offensive series, as the Ravens' defense steadily deteriorated. Tight end Garrett Graham made an acrobatic 20-yard catch, Foster weaved 14 yards to the Baltimore 1 and tight end Owen Daniels made a diving catch in the end zone for a 22-3 lead.

By then, the Ravens were losing their cool. Safety Christian Thompson took a swing at Houston's Justin Forsett and was called for a personal foul, and Flacco threw incomplete on his next three throws.

Shayne Graham tacked on field goals of 33 and 29 yards to put Houston up 29-3, its largest halftime lead of the season.

Schaub completed 19 of 32 passes ? 12 in a row in one stretch ? in the first half. Flacco, meanwhile, went 7 for 20 and was sacked twice to go along with two interceptions.

Baltimore got help from a pass interference call on Joseph early in the third quarter, and Flacco found Tanden Doss for a 15-yard touchdown.

Houston turned its next series over to its workhorse running back to seep time off the clock. Foster carried seven times for 18 yards on the 7 1/2-minute drive and plowed into the end zone with 2:56 left in the third quarter. He came into the game leading the NFL in carries (149).

Foster finished with 19 carries for 98 yards.

Chelsea Thornton's slaying of children points to need for mental ...

After Chelsea Thornton, a woman with a history of mental instability, shot her 3-year-old son in the head and drowned her 4-year-old daughter in a bathtub Wednesday, the local mental health community was left searching for answers as to whether, and how, such a tragedy could have been prevented.

"I place the blame on our mental health system for this tragedy to happen," said Cecile Tebo, a crisis-intervention specialist and the former commander of the New Orleans Police Department's Crisis Unit.

Thornton, 23, who suffered from schizophrenia and bipolar disorder, had recently stopped taking her medication, according to her mother, Eleanor Chapman. Thornton's best friend, Oblique Weavers, said Thornton had been hospitalized, and at times shackled to a bed, for a month at Southeast Louisiana Hospital in Mandeville about a year ago after having a mental breakdown that caused her to defecate on herself.

"If you go to a psych ward and you're s--ing on yourself, how are you going to let her come back home? Why didn't you keep her?" Weavers said Thursday. "Chelsea reached out for help so many times. The people kept sending her home. Some help could've saved the children."

The fact that a parent is committed to a mental institution does not automatically get child protection services involved, said Trey Williams, a spokesman for the state Department of Children and Family Services. Williams said Saturday that DCFS had never had any involvement with Thornton or her children.

According to Weavers, Thornton had been known to snap, "turning into a different person in a moment." During her episodes of depression, she at times locked herself and her children inside for entire days.

Just days before Wednesday's slayings, Thornton told Weavers she wanted to return to Southeast Louisiana Hospital or another mental institution. "I guess she felt like she was starting to lose it," Weavers said.

At that point, Thornton should have taken herself to a hospital, said Meghan Speakes, spokeswoman for the state Department of Health and Hospitals. Regardless of whether she had insurance or could pay, she would have received treatment, Speakes said. "If she had walked into any hospital and said, 'I want to kill my kids' or 'I want to kill myself,' she absolutely wouldn't have been allowed to leave the hospital," Speakes said.

But even if services are available for those with urgent needs, Thornton's story does raise the question of how she, and others like her, can slip through the cracks in the area's outpatient mental health system once they are released from a mental hospital.

"This is what, for years, people like me, along with others in the profession, have been screaming about," Tebo said. "The consequences of having fragmented, insufficient care for chronic mental illness are deadly."

Since January 2008, when Bernel Johnson, a man with a long history of institutionalization and severe mental illness, killed NOPD officer Nicola Cotton, psychiatric hospitals have developed better plans for people once they are released back into the community, said Calvin Johnson, executive director of the Metropolitan Human Services District.

When people are released from Southeast Louisiana Hospital, for example, they leave with a referral to outpatient care, he said. Additionally, if patients need intensive assistance in the community, they are often referred to one of three "assertive community treatment" teams run by Johnson's organization. Those teams, made up of social workers, psychiatrists and others, can help up to 300 people with mental illness navigate in the outside world.

An "intensive case management team" offers similar services for an additional 175 patients.

"In most instances there are slots available," Johnson said. He said he couldn't address whether Thornton ever sought assistance through a district program because of federal privacy laws. But friends and family members said they were not aware that Thornton was cared for by such a team.

More critically for relatives of people in crisis, the district six months ago started a "crisis response team" that specifically responds when patients fail to take medication or need direct intervention. "If she was not taking medication, that team of people could have done the necessary things to get medication to her," Johnson said.

The same unit also has five "respite beds" available at a facility on Tulane Avenue where people can get inpatient treatment, he said. Assistance is available by calling 504.826.2675.

"We have resources," Johnson said. "But we haven't done a good job in making people knowledgeable about those resources."

Dr. Elmore Rigamer, a psychiatrist with Catholic Charities, agreed that there are better mechanisms in place now to refer patients to outpatient services when they are discharged from mental hospitals. But he said those referrals remain imperfect, as the follow-up appointment often does not come until two or three weeks later.

Some patients need to be aggressively pursued to make sure they continue treatment after hospitalization, Rigamer said. That might not be in place for all patients leaving hospitals, he said.

"You really have to be proactive with really fragile people. You can't just discharge them," he said. "You have to have a case manager that sticks to them like flypaper."

Tebo said in-patient beds in metropolitan New Orleans have decreased by 60 to 70 percent since Hurricane Katrina.

While it is not clear Thornton was ever denied care, that decline in available beds has "raised the bar" as to who is admitted to a hospital, leaving many out, Tebo said. She said that problem will likely be exacerbated when Southeast Hospital closes due to the state's current round of Medicaid cuts.

Speakes, however, said that assertion was "ridiculous" because even though Southeast's building is expected to be vacated by Dec. 31, all of its mental health beds will be transferred to private hospitals, many of?them in New Orleans. The state is still in the process of determining where the beds will go, she said.

In the days leading up to the killings, Thornton's friends and neighbors said, they noticed she was acting strangely. However, no one called any authorities to report her behavior because they never suspected that Thornton, who had no criminal record and no history of violence, would have been capable of committing such acts.

Stella Adams, an aunt of Thornton's children on their paternal side, said she was horrified about two years ago to learn that Thornton was living with her children in a house where there were drugs. Deciding to forgo part of her own income, Adams said, she insisted on moving the family into one of her rental properties without charging them for it.

But even though some family members said they were concerned for the welfare of Thornton's children, it appears no one ever filed a valid complaint of child abuse or neglect with state child protection services.

"We have never had any prior history with this family," said Trey Williams, the DCFS spokesman.

That type of inaction, while common, can be deadly for children, said Dr. Catherine Taylor, a Tulane University public health professor. Especially in cases of child abuse, people outside the family tend to "diffuse responsibility" from themselves, assuming that if the problem is really serious, someone else will step in, Taylor said.

"This tragic event, sadly like many other stories of child abuse, is plagued by a belief in the privacy of the family bubble -- whatever goes on within families is nobody else's business," Taylor said in an email message.

"In fact, when it comes to the health, well-being and, in this case, survival of children, it is everyone's business," Taylor said. "If a parent that is struggling reaches out for help, seems isolated and stressed, or seems to be losing it, family, friends and community need to step in."

Anyone suspecting a mental health patient has been off their medication or is in need of services can call either of two 24-hour crisis hotlines managed by professionals. The statewide number is 211. The Metropolitan Human Services District manages another hotline at 504.568.3130.

Presidential debate hosts face lengthy checklist

BOCA RATON, Fla. (AP) ? Is the humidity in the hall just right? Are there enough hotel rooms nearby to hold the hordes of campaign staffers and journalists? Will the candidates' dressing rooms be big enough?

Landing a presidential debate requires painstaking adherence to a lengthy checklist, not to mention millions of dollars. Colleges and universities big and small have held the grand events over the years, and Lynn University is the latest small liberal arts school to play host. Officials say what set them apart wasn't name recognition, but a willingness to transform campus life to pull it off.

The university has invested about $5 million in upgrades to prepare for the arrival of President Barack Obama and Mitt Romney on Monday. New entrances to campus have been built, and the computer network has been upgraded. Sports teams have been displaced, performances have been delayed, and faculty and staff members have been flooded with added responsibilities.

But most on campus seem to relish the opportunity, and Lynn has added dozens of classes inspired by the debate, developed a debate curriculum being used by students from kindergarten through high school around the country, and is hosting more election-themed events than administrators can count. Everything from the books freshmen are assigned (First debate moderator Jim Lehrer's "Tension City" is required reading) to the marketing campaign of the admissions office ("What the World is Coming To") to the swag on sale in the bookstore has been affected.

"One of the things we found most appealing about Lynn is its willingness to just dive in," said Peter Eyre, a senior adviser to the Commission on Presidential Debates. "They have embraced this whole notion that the debate is a larger commitment to education."

To be considered as a debate host, schools must submit expansive proposals detailing their adherence to countless criteria, from the humidity in the hall (not more than 50 percent) to the number of nearby hotel rooms (at least 3,000) to the size of the candidates' dressing rooms (750 square feet).

Guidelines dictate everything from the precise dimensions of the stage to the number of parking spots to the carpeting on the floor. The application comes with a $7,500 fee and selected sites must pay $1.65 million to the Commission on Presidential Debates to cover costs.

The selected colleges have been all sizes, all over the country, public and private.

"It's sort of all over the map," said Alan Schroeder, a Northeastern University professor who wrote "Presidential Debates: 50 Years of High-Risk TV."

As for Lynn, administrators had initially figured they would be lucky to land a vice presidential event after a bid to host a gubernatorial debate fell through two years ago. Until now, the school's national exposure was limited mostly to tragedy: four students and two professors on a charity trip died in the earthquake that devastated Haiti in 2010.

The school has about 2,100 students hailing from across the U.S. and 78 other countries. Lynn is a relatively young institution at 50 years old, and those on campus are taking its low name recognition in stride: T-shirts for sale in the bookstore say, "We've never heard of you either."

"This is a moment we've been waiting for," said Kevin Ross, the university's president. "We've been seeking and searching for a moment where we could tell the story of Lynn."

In the 1970s and 1980s, debates were often held at non-academic venues, such as the Walnut Street Theater in Philadelphia and the Public Auditorium in Cleveland. The debate commission was formed in 1988 to oversee the events and, since, has emphasized holding them on college campuses. No non-college sites have been chosen since 2000.

Ross acknowledged there are far cheaper ways to boost a school's profile, but he said the debate offers an incomparable opportunity not just for exposure, but to transform life on campus. A number of schools, including two of this year's picks (Centre College in Danville, Ky., and Hofstra University in Hempstead, N.Y.) have hosted more than once, though others have never applied again.

"It's a major disruption to campus life," said Craig LaMay, a Northwestern University professor who co-authored "Inside the Presidential Debates: Their Improbable Past and Promising Future." ''I think that public relations benefit is quite small, especially when measured against the cost."

Regardless, Lynn is abuzz in excitement.

Marcheta Wright, an international relations professor at Lynn, developed two new courses that touch on the debates, and says the event comes up all the time in classes. She says students have taken pride in seeing their school's profile raised, but have also found themselves asking new questions and exploring new areas of study because of it.

"It's going to give them kind of bragging rights at the very least," she said. "But it's also getting them to think broader. It's getting them to think beyond themselves and their courses and their own personal trials and tribulations."

Sophia Barrett, a 21-year-old senior, said the debate has transformed her final year at Lynn. She went on school-sponsored trips to the Republican and Democratic political conventions as part of her journalism minor, she's been chosen to be an usher on the big night, and she finds her classmates taking an interest in the political process she didn't observe in her first three years.

"People who normally wouldn't be talking about it are talking," she said.

Ross darts in and out of meetings as the final preparations are made. He's eager for the national broadcast to begin and Lynn's name to echo through living rooms around the country. For now, though, the excitement is mixing with a dose of fear.

"It was supposed to inspire people," he said. "Now it's just scaring the hell out of us."

Dow down 205 as weak earnings drag market lower

NEW YORK (AP) ? Poor corporate earnings reports pounded the stock market Friday in a sour end to an otherwise strong week of trading. The Dow Jones industrial average fell more than 200 points for its worst day in four months.

Disappointing results from three giants of the Dow ? Microsoft, General Electric and McDonald's ? were to blame. But the broader market fell, too, and the Standard & Poor's 500 index fared even worse in percentage terms.

The Dow sank 205.43 points, or 1.5 percent, to close at 13,343.51. The S&P lost 24.15, or 1.7 percent, to 1,433.19. The Nasdaq composite index, hammered by a second ugly day for Google, lost 67.25 points to 3,005.62, a 2.2 percent decline.

The big drops Friday left the Dow and S&P clinging to gains for the week.

Financial analysts expect corporate earnings for July through September to be lower than the same period a year ago, which would be the first yearly decline in three years.

Through Thursday, with 115 companies in the S&P 500 reporting, earnings were down 3.7 percent compared with a year earlier, according to Thomson Reuters, a financial data provider, and ING, a financial company.

"And once you get one quarter of negative earnings, it's a precursor," said Doug Cote, chief market strategist at ING Investment Management in New York. "It's the cockroach theory: If you find one, there's probably many more."

All 10 industry groups in the S&P 500 fell, led by technology and materials stocks. For a time Home Depot and Bank of America were the only stocks in the Dow trading higher for the day, but by 3 p.m. they were lower, too.

Google continued its slump, losing $13.21 to $681.79, a day after its earnings report was accidently hours ahead of schedule. The report raised questions for Google and other Internet companies about ads that target mobile devices.

It's been a tough week for technology companies. IBM pointed to Europe's troubles and slowing business spending when it posted weaker revenue than analysts expected. Intel, the world's largest maker of computer chips, blamed the global economy and sliding computer sales for pushing net income down.

The bad news piled up Friday. Sagging PC sales and trouble in Europe took a toll on Microsoft's net income. Its stock lost 86 cents, or 3 percent, to $28.64. Marvell Technology Group and Advanced Micro Devices, which also make chips, sank sharply.

McDonald's profit shrank as a strong dollar hurt international results, which account for two-thirds of its business. The fast-food giant's stock lost $4.14, more than 4 percent, to $88.72.

General Electric, a bellwether of the economy, fell 3 percent. The company reported stronger profits early Friday, but its revenue missed Wall Street's expectations.

Orders for new equipment and services sank, mainly because wind turbine orders have fallen because a key U.S. federal subsidy for wind power expires at the end of the year. GE's stock lost 78 cents to $22.03.

As corporate earnings roll in, banks and so-called consumer discretionary companies, which include luxury stores and hotels, are projected to report the best growth.

Analysts expect companies dealing in metals and other materials to report the worst results, followed by energy companies. But it's technology companies like IBM, Intel and Google whose results have grabbed the most attention.

The losses left the Dow up just 0.1 percent for the week. The S&P was up 0.3 percent, and the Nasdaq was down 1.3 percent.

As investors sold stocks, they bought U.S. government bonds, driving prices up and yields down. The yield on the benchmark 10-year Treasury note slipped to 1.77 percent from 1.83 percent late Thursday.

The disappointing earnings and a report showing a drop in home sales last month also pushed energy prices lower. The price of oil fell 2.2 percent on the New York Mercantile Exchange. Benchmark crude lost $2.05 to end at $90.05 per barrel.

Among other stocks making big moves:

? Chipotle Mexican Grill plunged 15 percent after the burrito chain forecast that revenue growth would slow sharply next year. The stock had been a favorite among investors thanks to super-fast growth in recent years. The stock fell $42.93 to $243.

? Capital One Financial surged 6 percent, making it the top performer in the S&P 500.
